    Postscript says: I could not hand this to Jewell personally. She was at the Cultural Ctr. having training for her job. I did speak to her about this on the phone.

I was able to contact 5 Council members so we could have an emergency mtg. It was scheduled at 8:15 Wed., 9-27-06. This mtg was cancelled late Tues. afternoon. Reason given: Draw-down was in motion & could not be stopped.
