    Postcript says: The 1906 act allowed us to vote for a Chief, Asst Chief & eight (8) council members, 25 cfr Chapt. 1 part 90, 40. When we voted in June, the Chief and Asst. Chief were not directly over minerals. How was that changed so easily? It didn't take an Act of Congress. We didn't get to vote on this change either. The only thing it took to change this was a waiver he supposedly got from Washington D.C. in Mar. '06.
